I believe the pot holes are due to the weather which has been unexpected in the UK for the last 10000 years a spokesman said "wow who would have expected road surfaces to deteriorate" is there nothing interesting happening on this site!?

Hook isn’t confused, Devon Live have taken an old quote of his about the inner car park at the Warren, and wrongly inserted it into this story about the car park at the Countryside Park.
From the report it seems that Cllrs Clemens,Hockin, Mayne and Wrigley are talking about the countryside park. Cllr Gordon Hook, Leader of the Lib Dems at TDC, seems to be the one who is confused as as he talks about the car park at Dawlish Warren. It doesn't help that the article shows pictures of the Dawlish Warren car park. As DM says - it's Devon live that has got its wires crossed.
There are two separate projects. Devon Live has got itself mixed up, however despite appearances the councillors haven’t.
