When there is a serious accident they (council) with say 'We will learn from our mistake' it will be too late then. I've just found your message. Unfortunately Jim passed away in January 2001. He stayed in Holcombe until 2000 and then moved to a flat in Dawlish. Sorry to be the bearer of bad news.
