Me too Deedoodle! I too walked around town last week in the late afternoon and evenings and saw the usual suspects openly drinking from beer cans, cider bottles etc! Yes, it was an option in 2013 (as you say Option 2 in the report below) - and quite an attractive one given its size, prominence and elevation.
