As far as I can find out DTC are the only council that do this, it is legal but I think it is morally wrong. I ma surprised that nobody takes exception to Teignbridge council collecting money and issuing parking tickets when the area is not legally marked. I am not a lawyer but could that be called 'Taking money under false pretences' or some other legal phrase. Perhaps someone out there knows of one.
