The delay might have something to do with the Housing and Planning Bill that is presently going through Parliament. As what it contains when it becomes an Act of Parliament might well impact on Local and Neighbourhood Plans perhaps TDC is holding back from making any decisions re DA2 until they know how DA2 might be impacted by this new Housing and Planning legislation.
So.....if the police are short staffed (or any other public sector workforce for that matter) it is not that workforce's fault. Some might say it is the fault of the government for its continual financial cutbacks in the funding of the public sector. Others might say it is the fault of those who voted in the government
