The only thing I can think of is a change in circumstances during the council tax period? They should have really indicated why they were adjusting the amount payable. Give them a call, they are usually quite helpful.

Had a day off today and finally made it into the Exeter for lunch with my husband. Both really enjoyed the food (steak and curry) and the lovely relaxed atmosphere. Great to finally get somewhere within walking distance that we like in Dawlish.

Nothing really to do with this argument but my main worry is how close cyclists are to each other at times.
