Why can't somebody approach Network Rail and have a large colourfull silk-screened printed banner with "Welcome to Dawlish" draped on either side of the bridge until they decide to replace it? I would sooner see advertising that adds a bit of colour to what should have been a focal feature within the beach area than the colour of the viaduct now (dreary).
