@ burnside - Sorry my mistake I meant to say rules not laws. The pedestrian section of the highway code does contatian rules, but aparantly these are not enforcable by law. However section 137 does cover diliberate obstruction even by pedestrians. The referance to Jaw Walking is of course American terminology but could not think of any other descriptor for it.
@wondering Lots of variables on that, for Teignbridge better check with the Taxi office at Forde house for the recommended charge. Depends on operator, distance from base, time of day or bank holiday, taxi or private hire cab.
Three buses a hour meant one every 20 minutes enough time to get to Exeter without getting held up behind one. Five buses a hour means delays every 12 minutes. More hold ups, more accidents cause they cant stay on their own side of the road, time lost, business lost, increased journey time = more fuel used. You just couldnt invent this. The Strand is a road not only that but the main road out of the town. Being a road and not a footpath by definition means that unless a recognised form of pedestrian crossing is provided as described in the highway code then motorists have priority. Try asking the town councillors and TDC they hold all the answers. After all its their town and they have the final say as to what can and cannot happen on the Lawn and surrounding areas. Theyll probably send you to the Libary or Exeter rather than answer your question though.
