New bus service routes have to be submitted to the Traffic Commissioners and if no objection is given the service can go ahead, I would imagine it could be the same for ferry services. East Devon and Teignbridge Council would only be involved if they funded but I imagine they could still object if they were not happy.

Thank you.. I really dont know why they have no 'get up and go'. Put a sign outside of tourist info 'trips to Exmouth' and at the road crossing by the rail bridge. Its no good just shouting with a loud speaker and judging popularity of trips by that. Good publicity and it would work, clearly they cant be bothered, so will not happen.
Still wish there was a service to Exmouth, few hours there and return to Dawlish would be good.
On BBC Radio Devon on Saturday morning they said this weekend you should be able to see some comets north east and the space station, doesnt sound like what you saw though.
