I'm just curious to know how bills for treatment by the NHS will get paid if the person concerned does not normally live in this country or is living in this country but below officialdom's radar. A bill may well be issued but what if the person concerned cannot be traced afterwards? How can payment be enforced?

Am all for cycling and for walking. Yes there is a car. Not used unless out of necessity.
I like to walk, and not unsurprisingly I like to walk on pavements/dedicated footpaths. For some reason I think they are safer than walking on roads. Perhaps you could explain to me why that might be. And I don't see whether or not there will be a footpath as a little problem. You might see it as a little problem but others would disagree.
