It's been the same for as long as i can remember and thats a long time it has nothing to do with the Police it's just how it is like many things in Dawlish.
It often happens a good spell of rain and it will all be washed back from where it came from.

No the new legislation is for those who only watch there programing via iplayer and dont watch live TV.
At the moment you only need a licence to watch live broadcasts but that will change on the 1st September.
As from 1st September 2016 those who only watch catch up TV via I PLAYER will require a TV licence. The new legislation covers those who use laptops,phones,tablets, streaming devices and game consoles, and those using third party services such as Sky, Virgin or BT. The new legislation only applies to BBC programmes so anyone sticking to services from other channels will not require a licence.

Yes we do have full CCTV but it apparantly is no good after dark and thousands of pounds was forked out but as usual for Dawlish its only half a job.
