I like the dog owners who create street art. I mean they pick the poo up then throw the bag into the hedge and it catches on the branch or brambles and hangs like a Christmas decoration until the bag degrades and the decomposed poo falls back for all to walk in. Nice!
Bad idea, if drivers in Dawlish did not safely mount pavements then emergency services would never get through, especially in the summer with the holiday traffic.
