@John -distance between dw and dawlish via seawall path. a mile or so? Trains can get quite packed during the height of the season but if you are down here during the quieter times why not take your bikes on the train (you can cycle to DW station from Eastdon cottages, or go the other way and catch the train from Starcross) and investigate other parts of the area by bike.? Leaflets about ...
Just to point out that the sea wall path is a foot path. Signs, but not very clear ones admittedly, are along the wall saying 'No Cycling'. If you want to cycle from DW to Dawlish town then from DW go up along the cliff pathway (that is a designated cycle route) and then you have to use the pavement (share with pedestrians so go careful!) and then, as Huw says, the last bit is on the road ...
The way I look at it is this. If this country were to ever have a war fought on its land like that taking place in Syria right now, wouldn't some of us (many of us?) be tempted to flee elsewhere? BTW according to a posting on Eyes of Dawlish there is a meeting at 2.00pm today at the Strand Centre about all this. I know no more than that.

Thought you'd all love this gem. Apparently, whilst this public consultation is taking place TDC will, at the same time, be holding private talks with the DA2 stakeholders (I guess that means the landowners and the developers). Will there be any more gentlemen's agreements I ask myself? And just how long will it be before what gets discussed/agreed etc at this private meeting ...
