Roy, Legislation specifies how the authorities are to apply and designate parking restrictions. If they do not apply the legislation properly then people parking there are not breaking the law, no matter how much anyone tries to bully them.

Roy, I have to agree with you. Perhaps things would be clarified if councils published notices saying, "Everything that is not compulsory is forbidden and subject to suitable punishment." Don
