Why not build a high rock wall (rock armour) some distance from the line, running parallel to it. Considering the pub round the back has closed down I would have thought they wouldn't have a problem getting it, but right on the sea front and busy main road... serving alcohol till late may be not a good idea for the peace and quiet.

How many council owned buildings are empty that could be refurbished to accomodation for those in need of shelter. If council's did not waste so much and spend so much on themselves then resources would be available for the basic needs of people, instead of the hair brained schemes they come up with on a regular basis.
