It's been closed on the two most recent occasions that I've walked along the seawall. Just now in the glorious sunshine (as per the weather forecast) and before then on the opening day of the seawall when there was (like today) also crowds of people walking to and from the warren.
Chippy Chaps or La Cantina in the Warren by a mile (not either of the other two whatever you do!). Chip Ahoy on Queen Street is the only consistently good one in Dawlish these days. Kenny's at Starcross is not worth bothering with.
