Going back to Ziggy's post, if the local police think Dawlish has a city council then they really have a problem.
@majorp The problem here, if you had not already realised, is that the council stuck the notice on her windscreen with water soluble glue. The owner could not have driven the car away without first returning with a bucket of hot water to remove it, and that is totally irresponsible behaviour on the part of the council.
I have to disagree with @DEEDOODLE . Those that place graffiti on a wall or do anything to other peoples property are clearly breaking the law--unless they have permission to do such a thing. The town council employee or a civil enforcement officer has the right to place a ticket on the windscreen. where else would they put it to inform the owner that they had no right to park there?
I assume the council workers do not have to pay to park all day at the manor house. Up until a year or so ago people had always parked in this car park day and night with NO restrictions for decades.
