From what I understand there is a lack of police resources throughout the country. That is due to financial cutbacks. So long response times/no response at all etc is not the fault of the police.
The article in the paper mentions other Cllrs who have resigned during 2017 including Linda and John Petherick who "resigned in April following an alleged dispute with a fellow councillor". Planning appeals are heard by the planning inspectorate. It is someone with an in depth knowledge of planning policies that decides whether an Appeal is upheld or not. In other words, if a planning application goes to Appeal it is planning policies that decide the outcome and nothing else!
