I believe that Teignbridge has an "Empty Properties Officer". You could try there first.
Saw in the news that Tesco is ditching the Council run recycling banks on its sites in Teignbridge and planning to run its own. This reduces income to the Council which is used for other sustainability activities. Could this be revenge for planning permission being refused? Tesco apparently claim it's a change their adopting nationally.

Has anyone checked the Teign Estuary? I spotted a black swan there about 3 weeks ago - are they going further afield for nesting?
