From what I can gather it seems the footpath was never a public one. It was, and is, a private footpath on private land. What is being disputed is the ownership of Shell Cove. Is it privately owned or not? This came to a head last weekend when someone from the town accessed the beach via a boat and was told by someone there that the beach was a private one and that they were not allowed ...
Just checked. Wording now says 'private access to a secluded sandy beach".
Check out this link https://www.bradleys-estate-agents.co.uk/properties/13103288/sales Would this be the same site? Think so. It hasn't got planning permission yet! And Bradleys seem to think the site's in Teignmouth. Doh! Also, as I type this (cos of course it might get altered) the developer, Poppy Developments, are advertising the plot as having a private beach. ...
Have you seen what the developer is wishing to build?! OMG! It looks like a prison block.! No wonder the town council said "the design is not in keeping with the area and the materials are unsympathetic". I know beauty is in the eye of the beholder but there is no beauty in what is being proposed in this particular person's eye. If you want to see what I am talking about then do ...

Here is the minute of that agenda item ...
this link should take you to a picture of what the building once looked like. https://www.geograph.org.uk/photo/1045909
Yes it is a listed building. And because it is listed, although it is obviously a brown field site, this causes complications with regard to the site being developed. I am inclined to agree with your comment in your last paragraph above @Deedoodle. I am sure that it is far from being the only listed site in the country that is being allowed to deteriorate by whoever it is who owns it. ...
So let's get this right: you can go up in the loft and put a protruding dormer window in the rear roof affording views over neighbours gardens and quite possibly into their bedrooms without planning permission courtesy of permitted development rights granted in 2013. And wef next month it is likely that anyone can add a storey or two to their dwelling with a minimum of planning dept ...
