Thier continuing appeals should not be allowed. If they lose and have to pay the court costs they will just liquidate their businesses at the tax payers expense. Private companies and local councils have no right and cannot be trusted to run a system that can impose fines on the general public. Only the Police and HM Courts should have such a privilage
