I understand that it is an insurance responsibility not a county council one but imagine the county council is liaising with the insurance company. If you want anymore info than that then suggest you contact John Clatworthy our county councillor.

So he might. But my point is he hasn't done anything, as far as I can see, that contravenes the ts&cs of posting on this website. If people don't like his posts then a) don't read 'em and/or b) don't respond to 'em.

Can't find anything in the terms and conditions of use re posting on this website that says: 1. The poster must live locally 2. That discussion of national politics is not allowed (and as I have pointed out on other threads before, Dawlish does not live in a vacuum so what is decided nationally does impact on Dawlish locally).

Yes, I am aware that there is a question mark over its authorship. Seems it was not necessarily written by the person your posting says it was but another academic who wrote it as an exercise for his students to debate and discuss in a seminar. It does not necessarily follow that the academic who wrote it belived it rather that it was ...
