You are right we would have remained but the pressure to have another referendum because the vote was 52-48 and non-binding would have been on the PM and government constantly.
If Remain had won that would have been it, we would stay in the EU. Leavers would have no doubt continued arguing the case to quit the EU, but parliament certainly would not have spent three years trying to accommodate the losing side.
