According to Devon CC meetings they are currently planning to get rid of on street free limited waiting places county wide and replace them with pay and display places. Why would they do this other than to raise revenue? Using parking regulations to raise revenue is not lawful according to Justice Lang. Search the court case Attfied v Barnet.
Surplus revenue from on street car parking can be spent on cycle paths but only after the council has concluded that the provison of further off street parking is either unnecessary or undesirable. See the 1984 road traffic regulation act section 55. Obviously such a conclusion would be ridiculous and I think the source for the money for cycle paths should be itemised and made public.
My view was that it is not a pond but a puddle albeit a messy one (I never said it was a little puddle) and not something likely to receive urgent attention in these strained financial times. I never said it should not be sorted out. I hope it is. I did say it was not ideal but that it would be easily passable with wellies on or by temporarily placing boards or stepping stones until it is sorted ...
I never said your concern was petty. I simply said in the general scheme of things an inconvenient messy puddle in a cow field is never going to be a priority and there are some simple temporary solutions. I personally don't see the puddle as being part of the failing infrastructure but I agree that there is failing infrastructure in Dawlish and too much money is wasted on many ill thought out ...
No doubt tickets are not intended to be transferable so that more income is raised. Not a bad thing so long as it is spent on public works or amenities and not on pay rises for local authority fat cats.

A friend who works on the highways tells me the council can issue a code 49 PCN for parking wholly on a cycle track or lane or the police can issue a FPN for either driving on a cycle track or for obstruction of the highway. The law is section 21 road traffic act 1988 and 137 highway act 1980.

Surely the cost of living always gets higher? The cost of dying too! If we produce 60% of our food then perhaps without EU regulation much of it will reduce in price to counter balance any increase in the 40% imported.
