Maybe it's the sign from the original tender process. If my memory is correct this sign would have been be behind the portaloos that now seem to have been removed.

I believe Teignbridge did contribute around £100,000 towards the project (I may be wrong). The astro was never free to use. It was just never locked so people used it without paying, myself included. Most people did this well and with respect but as is often the case a small minority ruined it for the rest of us.
I went for a bike ride today. My average speed was 19mph. The design speed for cycle paths in this country is 12mph. 19mph is far too dangerous a speed to cycle along a shared path and at times I was going much faster than this. This is why I do not use cycle paths when on my road bike. However when I do cycle on the road I abide by the law and highway code at all times unlike some others.
Shops opening on a Saturday afternoon would be good. Try walking down Park Road after 1pm on a Saturday and most of the shops are shut!
Custom Scooters are available in Town, The bike shop have them. However I do see you point regarding the other items.
