Planning permision was given for the skate park to be built on the site of the children's old play area. This is the same site that the Youth Centre is to be built on! Ergo - the skatepark that is presently being built does not have planning permission given that it is being built on what was part of the grassy playing field and not the concrete of the children's play area.
