Might it be the case that as well as all the other reasons given above for the increase in the numbers of charity shops all over the country as well as here in Dawlish, that another reason for their proliferation is that there is a demand for them. Huw, if this policy is intended to free up underoccupied social housing then why is it only being applied to those of working age who claim housing benefit? Why not apply it also to those social tenants of working age who pay their rent in full but who are also underoccupying? Why not those who are underoccupying and who are of state pension age? Plenty of underoccupancy there I would imagine. ...
