I have just received confirmation from DCC that anybody who received a parking ticket at these locations in 2008 can apply for a full refund. The reason - they did not have a TRO (traffic order) in place, since 2009 they have a TRO. "In line with the Cabinet decision of July 2009, where possible, TDC will identify who the PCN was paid by and refund the full penalty charge paid".
As far back as I can remember - quite a few years - its only open in the summer.

I guess she means Devon County Council not TDC Surely it made sense to keep the times as they used to be for years. 4pm/11pm instead of 8am/11pm

I have been told by Teignbridge DC that it was at the request of the Carnival Committee to change times from 4pm - 11pm to 8am - 11pm, why change it when it has worked for years. The no parking signs had the wrong date -21/08/2010 - which was a Saturday so if you read the sign on Wednesday you would have no reason to check again, around lunch time on Thursday they put a yellow sticker over the ...
