I do know about the english language and the overiding point is that if it can be misinterpreted then it is poor journalism. Assuming you know about the english language, are the red arrows going to fly up the strand "amid" the waterworks as stated in the headline.
The word " despite" means that the waterworks influences the flypast. Do tell how the pilots will adjust for that ? If it was supposed to be directed towards the carnival committee then it should have said so, hence poor journalism...
