The hostel, plus ones in Exmouth and Teignmouth, were set up by the Habonim Jewish youth movement. Other than the above, I can't find any more precise information on this interesting subject.

Great news on the home page of this website, where it says that TDC is one of 6 finalists in the running for the award for the Best Achieving Council. More positive news for this area, and their place in the final is obviously fully merited. :-)
