The problem is over the wording i believe there had been complaints about East European drivers not knowing routes etc so LOCALL DRIVERS ie those drivers who either are born and bred locally or those who are British born decided to act. As a yacht owner i have always wondered why there are no moorings at Dawlish if the wall at boat cove was extended for 700yds and some dredging it would make a great marina and boat owners spend money.
