@Lynne - I totally agree with you. I wasn't having a go at your point, just showing the broader picture of the situation. As you quite rightlly state - buyer beware, a worthy point for many purchases in this day and age.
If the work is just to put a facelift to the outside of the flats then I see no reason why the lease holder should have to fork out for this, just to make the block look nicer. The reason we have a shortage of properties for those who can't or won't buy their own home is in some part due to the council's attitude to make a bit of cash and get rid of the responsibilty and cost of the council ...

Badgers have been in residence in Britain for over 250,000 years and most probably long before parasitic humans decided to cover most of the country with concrete and tarmac. Whose land was it before it became a garden! There are certainly other species that could do with a bit of a thinning and would certainly be in the positive for the country.
