Dawlish town centre needs lower speed limits.
Too many vehicles are using the town as a drag strip.
Ideally the whole town centre should have a speed limit of 20mph and The Strand 10mph.
Perhaps that is the case during the day. However it certainly is not at other times, in the evening and particularly early morning people drive much too fast.
So make it law that you have to drive slower at all times of the day.

Just for info the minimum enforcable speed limit is 30 mph as defined by The department of transport. Motorists pay road tax and as such should expect to be able tho travel along at this speed as and when it is safe to do so. Pedestrians pay nothing and should stick to footpaths and stop whinging. As stated in another post its about education ie dont walk in the road.
Well most people are pedestrians and drivers. Driving fast in town centres is dangerous and selfish.
What's wrong with driving a bit slower in busy areas of the town?
Evenings and early mornings are when people are generally less aware due to tiredness. I can't see any reason to drive down The Strand at 30mph. Reducing the speed limit will create a safer environment for all.

actually Paul I very rarely go down the Strand now let alone drive down there, Im out of town most of the time now, and enjoy driving to Exeter early mornings with no hassle
