I think this is a classic example of where national planning policies to preserve the building (such as it still can be preserved that is) over rides local public opinion that the site is now a dangerous eyesore and should be developed. Such a shame that it has been allowed to deteriorate so much. Who to blame? The present owner? The Local Authority? Hasn't this saga been going on for years ...

You will then see the reasons given for why development was refused So.....as long as the land stays outside the Dawlish settlement boundary and/or maintains its Undeveloped Coast designation it can't be built on for housing. Question is though - will that be altered in the Local Plan Review?
What the above doesn't mention is that this potential wind farm site would also be adjacent to (if not also taking part of) land allocated in the present Local Plan for recreational purposes - playing fields, allotments and the like.
