Gary, as an elected town councillor  you do not have the luxury of doing anything as a private citizen, you are bound by the rules of Purdah whether you like it or not. The EU has never ever been audited, no checks on how the money is spent. Millions wasted on MEP expenses alone, the real reason most MPs want to stay in the EU! A lovely second career when they are kicked out of parliament. The saved money might not get spent on the things it should get spent on but without trying we will never know. I do think the rosy spectacles need to come off. The sad fact is that too many employers use the Euroean working time directive of not working more than 48 hours a week on average over a rolling 17 week period to force employees to work the 48 hours regardless of their contracted hours and for no extra remuneration.
