So, who is this landlord who charges so much in rent that no-one seemingly can afford to rent the place? If the rent was less then landlord might at least be getting something every month as opposed to the nothing s/he is getting at the moment. Weird logic.

Do you know what? I was almost tempted to put something about Tesco in my original posting but then decided against it as I felt sure someone would oblige. And was I right or was I wrong? So...having got the Tesco metro/let's make the lawn a car park 'jokes' out of the way can I return to my original question of - does anyone know why the building is empty?

Since when has being homeless been a criminal offence?

Anyone know why this is standing empty? What a waste. It could be used for all sorts of things planning permission allowing. Possible conversion to town centre apartments?

It's not land for letting homeless people live on so much as land that might be available for houses/flats to be built so that the homeless have a home - there is a difference! If you know of any land in the Dawlish area that could be used for housing please can you let Teignbridge District Council know about it. They are presently compiling a dossier of land that might be available for housing in the near future. This does not mean that the land will be built on just that it will be considered for such.
