4,199 is not a % it's a figure. Whilst I agree that how figures are arrived at can be challenged I cannot for the life of me work out how you think there is no housing need here.

European if i was going to Austrailia a least i would live by there rules. I wouldn't ask them to stop things such as Xmas lights because its against my religion.
