And as with the other planning applications recently submitted concerning this site I ask again - just how will the developer access this site? Will it be via the yet to be built Gatehouse Farm/Sainsbury's roundabout link road or will it be via Elm Grove Road, Sandy Lane/ Elm Grove Drive all of which are residential roads which happen to also have schools, sports facilities and children's play areas situated along them.

My experience is that the powers that be are not interested in how the site is accessed, that seems to fall outside their remit. All they are worried about is how the site itself is configured to allow for traffic on site only.

What I am trying to do (in the absence of anyone else seemingly trying to do it) is bring to the attention of those who live on, work on, drive along, walk along or in any other way use the areas around Elm Grove Road/Sandy Lane/Elm Grove Drive that sometime in the not too distanct future, and in the absence of the Gatehouse Farm/Sainsbury Roundabout link road,  that they will be subject to lots of construction traffic going to and fro the Gatehouse Farm development.

So please could the word be spread.

“ Following the public consultation process, it is clear that the safety of school pupils and amenity of residents in the streets to the south of the allocation, including on Elm Grove Road and Drive, are a significant and reasonable concern to the local community. This is particularly in view of the construction traffic which will be accessing Development Area 2 over a long period. The Council shall therefore be seeking to secure the delivery of the link road in its entirety as soon as possible. In this context, the Council will seek to permit and enable development phased from the north as soon as possible, and proposals should demonstrate how they minimise impacts on roads to the south.”

Also, of course,  as long as the link road is not totally completed, thus NOT offering a through route to/from the Gatehouse development to/from Sainsbury's roundabout, then not only will the Elm Grove area be subject to construction traffic but also more traffic overall such as private cars, service vehicles, delivery vans as their increase will be generated by the occupancy of the new homes on the Gatehouse development.

This planning application is on the agenda at this coming Thursday's (21st July) Dawlish Town Council planning committee meeting.

Resolved that this Council recommends refusal on the grounds that:

 

·         The site does not conform with the DA2 Supplementary Planning Document in that that the western boundary path appears incomplete,
 

·         The proposed link road appears to narrow when connecting with application site 22/01042/MAJ and does not appear to adhere to ‘avenue’ specifications; and
 

·         Concerns for the ongoing passage of vehicles from application site 22/01042/MAJ onwards.

 

It was further resolved that should the Planning Officer be minded to approve the application, the Town Council Planning Committee requests that the application is called-in to the Teignbridge Planning Committee for determination.

 

The following further comments were made:

 

·         Garages should be wide enough to accommodate modern vehicles,

·         Driveways should be constructed using permeable materials; and

·         Fences should have hedgehog access.

 

The Committee was pleased to note the inclusion of a solar gain plan with the application.
