As I understand it RSL's (Registered Social Landlords) usually have it built into the tenancy agreement that any HB/LHA should be paid directly to them (the RSL's). Come the advent of the Universal Credit it will be paid directly to the tenant for them to pay onto the the RSL's. However, if you look at the website you will see there is a 'contact us' page with various options concerning types of enquiry which includes 'school and community trees' (which might include community orchards?) and 'other'. I'm interested in the community orchard thingy as well so if we both of us ask (and others as well?) then perhaps the point might ...
