Occurs to me that you will also need to be clear who actually owns the footpath.  I think DCC will have that information recorded as part of a process called the Definitive Map which last I heard was dealt with by the Environment Department at County Hall

Glad you had such a great time Mr Furness Dawlish is always a great place to visit (and for us lucky few, to live) even when it is miserably cold I gather that Taylors was closed due to new owners beginning to re-fit, so there will be another new eaterie to enjoy on your next visit Go easy on the salads now .........

Just an observation that this is a human being who has died.  A mother, grandmother and friend.   It might be better to leave the politics for another time
