Not sure I've understood you correctly. Sounds like creating unlimited free parking at this location on the Strand, whilst the rest is charging after 30 minutes. you could try putting the idea to DCC directly, but I can't see them going for it, even for just a few months. As it is, the old traffic order will still be legally in effect until replaced.
Just to share information about the Loading Bay outside the Butchers on the Strand. It's a question of good news, but not just yet. There have been representations about this loading bay, asking that it be available for general parking. Its worth remembering that it was included in the Strand re-design to protect shops such as the Grocers and Butchers that need to be assured of delivery lorries ...
