Just to share information about the Loading Bay outside the Butchers on the Strand. It's a question of good news, but not just yet.
There have been representations about this loading bay, asking that it be available for general parking. Its worth remembering that it was included in the Strand re-design to protect shops such as the Grocers and Butchers that need to be assured of delivery lorries being able to park outside their shops.
I'm told by Devon County Council that agreement has now been reached with these shops and others that this bay can be released for general use. The bay will be redesignated as general parking.
Good news for those who would like more parking on the Strand.
Why not just yet? I'm told that it needs a traffic order, and that process is bureaucratic and expensive. The process may take up to 6 months to complete, mainly because of the advertising and agreeing legalities. Let's hope it is sooner

Of course the bureaucratic issues always come about when attempting to change anything in this country. In the meantime why can't the parking restriction times and the sign be removed in order to allow people to park without getting a ticket. Then just put back the old sign and have the first 30 minuets free then charge as it was before. Perhaps this is to simple to do.
Not sure I've understood you correctly. Sounds like creating unlimited free parking at this location on the Strand, whilst the rest is charging after 30 minutes.
you could try putting the idea to DCC directly, but I can't see them going for it, even for just a few months.
As it is, the old traffic order will still be legally in effect until replaced.

I have reported what I've been told, and draw your attention to the final comment in my post "lets hope it is sooner" as I very much hope that it will prove that up to 6 months is a worst case scenario and it will be quicker than that.
I genuinely think that the DCC officers are doing their best to be helpful against a background of ever reducing budgets and staff numbers while work demands increase as our creaking infrastructure copes with all nature throws against us.
DCC wasted some money today, putting up three signs stating no parking in the Strand 0700 1900. As I understand it the stalls will be as usual either side of the road and the entrance end will be blocked off, so the new signs were unecessary.
I'd think that the idea is to stop cars parking there early in the morning and therefore causing disruption later on.
I'm sure that if procedures hadn't been followed and no signage was in place, then there would be people complaining about that as well.
That's all very well, but what will happen when a delivery truck arrives and there is nowhere for it to park as there are cars in the loading bay?
Does he carry on and not bother to stop, or completely block the road, giving those who complain about the lack of parking (and cant be bothered to use their legs for what they are designed to be used for) something else to complain about.
It's all very well people saying that deliveries should be done first thing, but a truck/van/artic cannot be in 2 places at the same time and someone has to be first, and someone has to be last.
