Yes Lynne the sea wall and the viaduct are all Network Rail.  They own it and pay for all repairs, so they also control access

Teignbridge are going to do their best to get the remains of the tree cleared today, or at least moved off the path I understand that their contractors are prioritising making trees safe, and then coming back to clear the materials as time allows.  Sadly they are having to deal with a lot of such situations across the district

Just to clarify The free sandbag supply by the sea front was replenished this afternoon as requested. I know there were bags there yesterday, none this morning.  So the free supply could only have been exhausted for a few hours and TDC acted promptly once alerted to re-stock
