As far as I know, it's a Network Rail event. I have no inner knowledge of what's planned, but logic suggests that there will be announcements over the next few days so that people can join in the festivities. So, hopefully not long to wait for news!

As it happens, I won't even be in Dawlish on April 4th ........... i hope it all goes to plan, and the whole town has a day to remember. These past few weeks have shown the very best of Dawlish and I'm so glad to be living here.
As far as I am aware, no formal consultation process for the study into alternative routes has yet been announced. Network Rail are saying, one thing at a time, and the one thing at the moment is opening the track the final decision can only be made by Central Govt
It's cool Roberta, there is a Network Rail website that posts updates on the work, but as far as I know there isn't an open site for questions and answers. You can of course use the normal customer feedback site, but that is a private communication between you and Network Rail.
