This 70% figure as used by Sainsbury's to prove to the planning dept that there was in fact a need for a supermarket in Dawlish is just a con trick which Teignbridge fell for. These are the brain dead, organ donors that Devon County Council think are worth spending thousands of pounds of tax payers money on by providing special cycle paths for them.
