I don't have that definition I'm afraid but have been more than once reliably informed that a supermarket employing people doesn't fit the definition of employment as in planning speak Supermarket = retail. Sainsbury however, are offering to create employment units on the site for small (non-retail) business but Mr/Ms TDC Planner not impressed.

The Tesco Exhibition regarding their proposals for a new store in Dawlish will be on Thursday 12th June 2.30pm - 8.30pm and Friday 13th June 10am-5pm in The Mayor's Parlour, The Manor House, Old Town
They are bothering because they are bloody minded, that's why. They want to win the Dawlish prize and not let any other supermarket do so. And anyway, it may start off being a small Tescos but they will have plenty of room to expand won't they? Just you wait and see.
