@Gary Taylor - thanks for the reply, but this was the only other planning req that i was able to find and it does not include the work currently being carried out as shown in the pics i have included. i can only assume that the work to the cycle path in the pics is related to the planning app 16/02234/dcr and they decided to go ahead long before the planning app was even submitted.

So the issue comes back to those WE pay to administer issues that affect Dawlish not seeming to bother, what's new there. I suppose if an opportunity to build an elevated fun park on the front, costing millions, they would get into high gear!
Spending millions on infrastructure to bring Dawlish up to par with other successful tourist locations to attract the tourist, but unable to get funds to spend on essential services - what a croc.
