I thought local authorities are strapped for cash..........although that said, a bit of research has thrown up this company. Seems they don't charge the local authority anything but cover their costs by way of the fines they dish out. http://www.kingdom.co.uk/services/local-authority-support/

Maybe they will employ a private enforcement company as other Local Authorities do.

How will this be enforced? By whom? For example, how will it be known (and by whom?) whether or not a person in charge of a dog (or dogs) is carrying pooh bags?
