Unlikely to be figures of dark influence manipulating the stories. 1) The paper gets more advertising revenue if it doesn't slag off local commerce. (Eg: Just try criticising dawlish.com's advertisers and see how long your right to free speech endures) 2) For journalists its a hell of a lot easier to access feelgood stories and press releases than initiate investigations and hatchet jobs.
