From the youth club plans you'll see that they are including a unit for the "disaffected youth of the WHOLE of Teignbridge" I can only assume, that these "disaffected individuals" are the young people who have been excluded from school. Why? Because they are disruptive, have problems (drugs, alcohol, violence, mental health, etc), and are not a good influence on young people who want to work ...
