Nothing yet - it has yet to go to planning. Or to be precise, the planning application regarding the youth training centre and its knock on effects are yet to go to planning.

It may well have a lot to do with it - but according to the planning application the 'disaffected' young people using the training facility will be too young to drive (thus under 17) which is why no extra car parking facilities are needed! Someone's either telling prorkies or it's a slop shod planning application - I suspect the latter.
